Contributor to the Sierra Leone Learning Passport with the Directorate of Science, Technology and Innovation, UNICEF and the Ministry of Basic and Senior Secondary Education, reaching 50,000+ students. Architect of SLOEDP, Sierra Leone's first open election data platform, adopted by the Independent Media Commission and hosted at Njala University. Design and delivery of a data management and analysis platform for election-violence monitoring, supporting a 30-monitor network in the Maldives and a 100-monitor network in Senegal. Monitors recorded incidents of political violence, contextual information and early indicators of tension. IFES required query and reporting capability for analysis, plus SMS communication and geographic mapping.

Njala University and University of Sierra Leone: digital transformation

Both universities lacked public web presence, intranet capability and any online student administration. Both faced a recurring-cost constraint their public budgets could not sustain, and neither had in-house technical capacity.

Proposed open-source multi-site architecture, one codebase with separate databases, in place of the commercial platform originally specified
Delivered public sites for the universities, their schools, faculties and libraries under a common theme, shared users and shared permissions
Delivered an administration portal covering admissions, class registration, transcript requests and grades
Built custom integration to the Integrated University Management System and to institutional LDAP
Wrote knowledge transfer into the contract: trained faculty and students to hold Tier 1 and Tier 2 support, retaining only third-line support
Taught workshops on Drupal, Moodle, Joomla and accessible web design, in person and remotely
Co-located 70% of the delivery and test team with the client to enable iterative delivery despite unreliable connectivity

District-wide implementation of a special education case management system enabling teachers and service providers to prepare and manage Individual Education Programs under IDEA and NCLB compliance requirements, serving 1,600+ schools and over 200,000 students with special needs in the largest school district in the United States.

Assessed the system within the first 90 days and proposed the UI and accessibility programme that was adopted
Moved the application from table-based layout to grid/adaptive CSS for mobile and multi-screen use
Identified every non-compliant area against US Section 508 and specified remediation
Separated presentation, behaviour and markup; introduced a cross-browser global stylesheet and configurable per-template scripting for the configuration team
Verified translation of two-thirds of system templates into New York City's nine standard languages
Led front-end QA and served as build master for deployments

Outcome. Recommendations adopted into the vendor's core product and deployed to other school districts nationally, with the product moving to first position against competitors on user interface.

Low-power solar ICT laboratories for schools

Design of replicable, solar-capable computer laboratories for schools without reliable grid power, serving a community whose only science laboratory was already shared across neighbouring schools.

Assessed the low-power computing market and specified a solar-ready thin-client architecture: one teacher server with student terminals booting over the network
Specified fanless, solid-state, solar-capable hardware requiring minimal maintenance
